I worked as a Driving Examiner in Northern Ireland and since leaving the examiners job I have worked as a driving instructor for the past 10 years. As you would expect having been a driving examiner, I have a first time and overall pass rate well above the Northern Ireland average. So I can give you all the help and advice you need to learn to drive and to pass your driving test.
Illegal instruction can be a problem in some areas, if the car is not properly insured and something goes wrong you may not be covered. Remember the driver is responsible for any fines and or points. This is regardless of who owns the vehicle or the fact you only have a provisional license.
Some driving schools use trainee instructors and advertise cheap or short lessons to get work for them. While some trainees can be good, a government report produced for the DSA showed you stand a significantly better chance of passing with a fully qualified instructor.
